Russell M. Anello has spent nearly two decades at the intersection of law, investigations, and policy.  He served in the White House as Deputy Counsel to President Biden from 2022 to 2025 and in the House of Representatives as Staff Director for the Oversight and Reform Committee from 2021 to 2022.  

Russ has extensive prior experience on Capitol Hill, where he served as Counsel to Oversight Committee Chairman Henry Waxman, Chief Oversight Counsel to Chairman Elijah Cummings, and Deputy Staff Director and Chief Counsel for the Select Subcommittee on the Coronavirus Crisis under Chairman Jim Clyburn.

Russ also served at the White House, the Department of Health and Human Services, and a bipartisan commission under President Obama.  Russ spent five years as an associate at a major law firm, where he focused on government investigations.

Russ is a Phi Beta Kappa graduate of Harvard College and a graduate of Harvard Law School, where he was an editor on the Harvard Law Review and a Heyman Fellow.
